Is Bilibili really expanding into Latin America—and should creators cross-post long videos?

Bilibili's Latin American expansion is real: its international app is distributed and localized in Brazil and Mexico, uploads are open, and the company is hiring creator-partnership staff in São Paulo and Mexico City. What is not verified is a universal Latin American monetization program or the rumored $0.70 per 1,000 views. If you own reusable long-form videos, test 3–5 evergreen uploads for 30 days and model Bilibili revenue at $0 until your account shows an eligible program, KYC, supported bank setup, and a completed withdrawal.

The rollout is real. A universal Latin American payout is not.

Treat Bilibili as a reversible distribution test, not a migration or revenue forecast. Upload access, program eligibility, accrued earnings, and a successful withdrawal are four different proofs. Do not call the experiment monetized until your own account reaches all four.

What has Bilibili actually launched in Latin America?

For context, Bilibili is a China-based video and creator platform known for animation, gaming, and community-led long-form video. Its established mainland platform, international app, and bilibili.tv / Bstation surfaces are related, but their availability and monetization rules are not interchangeable.

There is enough first-party evidence to say the expansion is real. Bilibili announced an international creator rollout, and its newer international app is listed through the Brazilian App Store. Google Play identifies that international package as com.bilibili.app.in. The product is localized for Brazil, and its international FAQ describes an upload path for registered users outside mainland China.

Reporting from Brazil and Mexico adds early market signals: creator-partnership hiring in São Paulo and Mexico City, localized product pages, and a push to recruit recognizable creators. Those observations show intent and rollout activity. They do not establish a mature regional audience, a completed ad market, or a creator-revenue program available to every account.

Can Latin American creators upload and monetize?

Uploading appears to be open to overseas registered users, but “can upload” is not the same claim as “is enrolled in a revenue program.” Bilibili's public materials show existing creator-policy, overseas agreement, and withdrawal rails on its established platform. Kabo did not find an official page that turns those materials into one universal Latin American monetization offer for the international app.

A 2022 official bank guide listed multiple Latin American countries in an overseas withdrawal flow. That is useful evidence that Bilibili has handled payments outside China; it is not proof that every account in those countries can join a program in 2026. Check the current country and bank options shown after KYC in your own account.

The current overseas ShellCoin withdrawal rules also describe a 21% service fee, with taxes and payment-channel costs potentially added. That figure belongs to a specific withdrawal rail. It is not an advertising revenue split and must not be used as a universal deduction for every creator-income product.

03 · CLAIM CHECK

What the $0.70 per 1,000 views rumor gets wrong

The number spread through secondary coverage after an RT post said Bilibili would reportedly pay creators about $0.70 per 1,000 views. Kabo could not trace that number to a Bilibili rate card, creator-program page, contract, country list, or calculation method. Repetition turned a qualified social post into a cleaner-sounding promise than the evidence supports.

“Per 1,000 views” is also incomplete. A credible rate claim would say whether the number is CPM or creator RPM, which views qualify, which program funds it, which countries and currencies apply, whether it is gross or net of fees, and when the balance becomes withdrawable. None of that is supplied by the rumor.

Do not use $0.70 as an input: it is not a verified Latin American RPM, floor, average, or guarantee.
Do not reuse the “100 + 2,000” threshold:search results cite it without a current official regional rule.

04 · THE CREATOR DECISION

Should you cross-post long-form video now?

Yes—if “cross-post” means a small, rights-clean experiment using videos you already own. No—if it means moving your home base, rebuilding your production workflow, or forecasting income from an unverified rate. The upside is early audience discovery; the cost is localization, moderation, rights review, upload time, and attention taken from a platform that already works for you.

Bilibili's 2026 interim report says platform watch time for videos longer than five minutes grew 20% year over year. That is a reasonable global long-form signal and one reason a small test is defensible. The report does not break that growth out for Latin America, so it cannot prove Spanish- or Portuguese-speaking demand, distribution, or revenue for your channel.

Start when three to five videos still make sense without current-event context, you can localize their promise, and your rights cover another global platform.

The experiment would become a new content operation

Wait if every upload needs a new edit, local-language support, or expensive clearance. Recheck after Bilibili publishes a regional program or your workflow has spare capacity.

DO NOT MIGRATE

Your existing audience still has compounding value

Keep the original video and audience relationship on the platform that already works. A Bilibili test should add one reversible channel, not erase proven distribution.

Localization should change the viewing promise, not just the settings menu. Write a Brazilian Portuguese or Spanish title and description for the audience you are testing, review subtitles manually, replace thumbnail text that cannot be read, and answer early comments in that language where you can do so accurately.

Confirm the footage, music, talent, sponsor, and clip rights first. Then localize the title, description, subtitles, and visible thumbnail text for one defined audience instead of mixing Portuguese and Spanish into a generic “Latin America” version.

Check rights before you upload

Bilibili's overseas Terms sections 4.2 and 4.3 require uploaders to hold the necessary rights and describe a broad global, permanent, irrevocable, non-exclusive, transferable, sublicensable, royalty-free license for platform use. A license is not the same as Bilibili taking ownership, but it can be broader than a creator expects when a video was originally cleared for one platform, territory, campaign, or term.

Production and talent: confirm the creator actually controls the footage, voice, likeness, and contributor releases needed for global distribution.
Library music and stock: check whether the license is tied to YouTube, one channel, one region, or a limited campaign term.
Film, TV, sports, and other clips: a clip that stayed live elsewhere is not proof that you can license it to Bilibili.
Subtitles and local edits: make sure a vendor agreement lets you reuse translated text and derivative cuts.
