TikTok’s September 2026 Community Guidelines: What Can Actually Limit Your Reach?

These rules are not in force yet. TikTok released its 2026H2 Community Guidelines on August 25, and they will take effect September 24, 2026. A policy issue can produce four different outcomes: removal, FYF ineligibility, age restriction, or account enforcement. The clearest reach-related change is broader English wording for gambling and firearms. Jump scares are explicit again, vaping is named explicitly, and alcohol gains an age restriction where the regional rule applies. Commercial disclosure and account notices are not new. Low views alone do not prove a policy penalty—check TikTok's post and account notices first.

01 · TIMING AND SCOPE

What will change on September 24, 2026

TikTok released the 2026H2 Community Guidelines on August 25, 2026, and says they will take effect on September 24, 2026. This Guide was checked on , before that effective date. A weak post or an account slowdown before September 24 is not evidence that TikTok has already applied the revised clauses. TikTok: 2026H2 Community Guidelines overview

The useful comparison is narrower than “TikTok changed its algorithm.” Kabo compared the new English text with TikTok's 2025H2 and 2025H1 filings published by the California Department of Justice. In this Guide, broader means a qualifier disappeared or the stated outcome expanded; narrower means a restriction is no longer in the same combined bucket; and explicit againmeans wording returned after being absent from the immediately prior version.

02 · ENFORCEMENT DECODER

Decode TikTok’s four enforcement outcomes

“Limited reach” is too vague to diagnose a TikTok policy outcome. A post can be removed, excluded from the For You feed, restricted by age, or stay online while the account itself faces enforcement. Those outcomes are related, but they are not interchangeable—and none can be inferred from a view count.

Removal · Not AllowedTikTok determines that the content violates a rule that prohibits it on the platform.Once removed, the post is no longer available to viewers. The violation or removal notice and the rule cited in that notice.Read the cited rule and appeal through the notice if the decision appears wrong. Do not repost the same content blindly.
FYF IneligibleThe post may remain on TikTok but is not eligible for recommendation in the For You feed.It may remain findable from the profile or Search unless another restriction also applies. The post’s Analytics eligibility notice.Review TikTok’s stated reason and appeal if appropriate. Keep a one-post decision separate from account status.
Age-RestrictedThe post is limited to adults. Age restriction and FYF eligibility are separate decisions.Younger users cannot view it; adult distribution can still depend on other rules. The age-restriction notice shown by TikTok.Check the exact category and any regional qualifier before editing or appealing.
Account enforcementRepeated or specified violations can affect recommendation, search discovery, posting access, or the account itself. The account may become harder to find, lose features, or be suspended or banned, depending on the notice.TikTok’s account recommendation or enforcement notice.Follow the notice and appeal path. Pause repeated high-risk publishing until the account-level issue is understood.

TikTok's FYF standards describe content that may remain on the platform while being excluded from recommendation. Its account guidance separately explains that repeated unsuitable posts can make an account and its posts ineligible for recommendation and harder to find in Search. TikTok says it notifies the creator and provides an appeal route.

03 · 2025 → 2026 MATRIX

Which changes can actually narrow reach

The strongest reach-relevant change is not a new list of banned creator niches. It is the removal of “in some regions” from the English FYF-and-age row for gambling and firearms. Other edits clarify, restore, or narrow wording. The matrix separates those changes so “mentioned in a new document” is not mistaken for “newly restricted.”

Topic2025 treatmentSeptember 24 treatmentDistribution meaningWho is affectedCreator action
Jump scaresExplicit in TikTok’s H1 2025 filing, then not expressly listed in the H2 2025 text. The 2026H2 text explicitly lists frightening visuals or sounds, such as a jump scare, as FYF ineligible again.A post can remain online but lose For You recommendation eligibility. This is a re-explicit rule, not a wholly new ban on horror.Horror, prank, reaction, gaming, trailer, and sound-first creators.Review abrupt reveals and sound spikes, especially at the opening. Do not treat every suspenseful scene as prohibited.
Gambling and firearmsThe H2 2025 English FYF-and-age row applied gambling, gambling-like activity, firearms, and explosive weapons “in some regions.”The corresponding 2026H2 English row no longer carries that regional phrase. The published English scope is broader for FYF ineligibility and age restriction. It does not reveal ranking weight or country rollout.Betting, casino, sports, gaming, weapons-history, sport-shooting, and outdoor creators.Check localized rules and avoid promotional or facilitative framing where prohibited.
Adult tobacco and vapingAdult tobacco was already in the combined FYF-ineligible and age-restricted category. The new English text says “adult tobacco or vaping products,” naming vaping explicitly.Vaping is clearer in the wording; it should not be presented as a brand-new restriction.Vape, tobacco, lifestyle, retail, review, and event creators.Audit depiction as well as promotion. Removing a sales link does not remove every recommendation or age risk.
Adult alcohol depiction in applicable regionsThe H2 2025 text made adult possession or consumption FYF ineligible in some regions. The applicable-regions treatment moves into the combined FYF-ineligible and age-restricted category. The stated consequence now also limits underage access. It is not a universal alcohol ban.Beverage, hospitality, nightlife, food, travel, and sponsored-content creators.Preserve the regional qualifier, apply commercial disclosure when relevant, and do not equate age restriction with removal.
Commercial disclosureTikTok already required disclosure for commercial content and already described recommendation consequences. The 2026 section says TikTok may reduce visibility, apply the disclosure setting, or remove undisclosed commercial content from the FYF; repeated non-disclosure can restrict posting or lead to a ban.The obligation is not new. Reduced visibility is not the only stated action, and none of this identifies a hidden shadowban.Sponsored, gifted, affiliate, ambassador, and brand-owned content.Use TikTok’s disclosure setting accurately. TikTok Help says turning it on does not itself affect feed distribution.
Low-risk weight-loss or muscle-gain productsThe H2 2025 text placed this promotion in a combined FYF-ineligible and age-restricted category. The 2026H2 text places it in an age-restricted category without expressly retaining the combined FYF label. This is a narrower textual treatment, not a new reach restriction or a promise of more distribution.Fitness, nutrition, transformation, supplement, and wellness creators.Keep age and health-claim safeguards. Do not claim that the revision guarantees FYF eligibility.

The policy pages supporting these rows are TikTok's current Sensitive and Mature Themes, Regulated Goods and Services, and Mental and Behavioral Health sections. The 2025 filings are the comparison records; the current pages define the version that will take effect.

04 · NOT A NEW CRACKDOWN

What did not become stricter

Jump scares are explicit again, not wholly new: the example appeared in TikTok's H1 2025 filing, disappeared from the H2 list, and returns in the 2026H2 Sensitive and Mature Themes text. Likewise, adding the word “vaping” makes an existing adult-tobacco restriction clearer; it does not support the claim that vaping was unrestricted before September.

Commercial disclosure is not a new September duty. TikTok already required creators to identify commercial content. The main chapter describes possible reduced visibility, an applied label, and escalation for repeated non-disclosure. The same 2026 Regulated Goods, Services, and Commercial Activities section also says TikTok may apply the disclosure setting or remove undisclosed commercial content from the FYF. Reduced visibility is therefore not the only stated action, and neither statement identifies a hidden shadowban. TikTok Help says enabling the disclosure setting does not itself affect distribution in feeds.

Kabo's text comparison found that AIGC labeling, fake engagement, unoriginal content, misinformation, and the main FYF standards are materially unchanged. They remain active rules, but they are not September additions.

TikTok: 2026H2 Community Guidelines overviewTikTok: For You feed Eligibility Standards (2026H2)California DOJ: TikTok AB 587 report, Q3–Q4 2025 (PDF)

Account recommendation notices are not new either. TikTok already documents that repeated posting of content unsuitable for the For You feed can make an account harder to recommend and find. The creator is notified and can appeal. Present this as the official way to identify account-level action—not as a new silent-penalty mechanism introduced on September 24.

One edit moves in the opposite direction: low-risk weight-loss or muscle-gain promotion remains age-restricted, but the 2026H2 text no longer expressly places it in the combined FYF-and-age bucket used in H2 2025. That is a narrower textual treatment, not a guarantee that an adult-facing post will be recommended.

05 · VERIFY BEFORE DIAGNOSING

How to verify a recommendation restriction

TikTok's own notices answer policy questions that public views cannot. Start at the post, then move to the account, and only use public performance patterns after those official checks.

  1. 01

    Check the post's FYF eligibility

Open the post's Analytics or eligibility information and record the exact FYF decision TikTok shows. This check does not tell you whether TikTok removed the post or restricted it by age.

  2. 02

Check removal and age notices separately

Use TikTok's removal or violation notice to verify a Not Allowed decision, then check its age-restriction notice separately. A post's FYF status does not substitute for either notice.

  3. 03

Separate post status from account status

One FYF-ineligible post does not prove that the whole account is excluded from recommendation. Look for a separate account notice in the places TikTok identifies.

  4. 04

Use the reason and appeal path TikTok provides

Save the notice, cited rule, post URL, and date. Appeal through that notice if the classification appears wrong; do not delete the evidence or repeatedly repost first.

  5. 05

    Only then inspect public patterns

If no notice explains the change, compare recent public posts with the account's own baseline. A pattern can identify a question worth investigating, but it cannot expose private moderation state or prove policy causation. For nonzero views with no official notice, follow the like-for-like low-view diagnosis to compare similar posts and choose one variable to test.

Official verification and appeal guidance: TikTok: For You feed Eligibility Standards (2026H2)TikTok Help: Why is my account not being recommended?

If none of those notices explains the change, use Kabo's TikTok Shadowban Checker to inspect the public posting pattern. It cannot see private moderation state or prove why distribution changed.

If TikTok shows no restriction and you simply want to give an existing post another place to be seen, follow our guide to sharing a TikTok video to your Story. Treat that as a distribution choice, not evidence that a penalty was lifted.

06 · PRE-PUBLISH CHECK

A creator checklist before publishing

  • Check the date: is the post going live before or after September 24, 2026?
  • Check the opening: could an abrupt visual or sound reasonably function as a jump scare?
  • Check regulated categories: does the post depict or promote gambling, firearms, explosive weapons, cannabis, tobacco, vaping, or alcohol?
  • Check regional wording: does the rule retain a location-specific qualifier that applies to the audience?
  • Check age separately: could the content be adult-only even when it remains allowed on TikTok?
  • Check commercial disclosure: is the post sponsored, gifted, affiliate-linked, ambassador content, or otherwise promotional—and is the setting accurate?
  • Check the claim: are you calling an existing rule “new,” or turning broader wording into an unsupported algorithm prediction?
  • Check notices before views: if reach falls, look for post-level eligibility and separate account-level recommendation notices before naming the cause.

SOURCES · METHOD BOUNDARY

Official text first; textual comparison second

Kabo compared TikTok's official 2026H2 English policy pages with the H2 and H1 2025 versions attached to TikTok's California AB 587 filings. “Broader,” “narrower,” and “explicit again” describe the published wording—not observed enforcement, ranking weights, detection systems, or a global rollout. Sources were checked on ; the new text will take effect on 2026-09-24 and should be rechecked that day, when localized wording changes, or if TikTok changes its notices or appeal flow.

TikTok's sources support the policy descriptions. Kabo's old-versus-new labels are editorial synthesis. This Guide cannot see a creator's private Analytics or moderation state, and a public performance pattern cannot establish why TikTok distributed a post.

PUT THE RULE INTO PRACTICE

No official notice? Inspect the public pattern without claiming a hidden cause.

After you check TikTok’s official post and account notices, Kabo can compare recent public posting patterns for changes worth investigating. It cannot see private moderation flags, read internal Analytics, determine that a policy violation occurred, or prove that TikTok caused a view decline.
