It does not mean the same follower count. Each row names what the two accounts have in common and links the posts that showed it, so you can disagree with a match instead of taking a number on faith.
Follower count measures history, not what an account posts today. A 30k account covering your exact subject this month is a far better benchmark for what to make next than a 3M account whose audience arrived three years ago from something else. Engagement rate has the same problem in reverse — it is heavily size-dependent, which is why this page matches on the posts themselves.
